Hampstead, a particularly tony Connecticut town, has a problem; an accident at a nearby chemical plant has released a toxic cloud into the air that is having some decidedly odd effects on the population. Outbreaks of hallucinations are not uncommon, nor is spontaneous telepathy. As the cloud spreads and its effects become more and more visceral, the townspeople slowly begin to go mad.
